Maryland HB057-Institutions of Higher Education - Provision of Menstrual Hygiene Products - Requirement is to be signed by the governor! This is a big win for Maryland, as all our schools now require free period supplies in their buildings. 1hat's 160,00 college students, 150,000 high school students, 22,000 middle school students, and 80,000 elementary students.

Maryland House Bill 0457 (2026) requires Maryland institutions of higher education that provide on-campus housing to supply free menstrual hygiene products in all student health centers by August 1, 2028. Although the bill originally aimed to place products in all campus restrooms, it was amended during the legislative process to focus specifically on health centers as a targeted and workable starting point for menstrual equity. Having passed both the House and Senate in April 2026, the bill is set to take effect on July 1, 2026, marking a significant "period win" for college students across the state..
